From the Civil Service Phrasebook. Usually uttered in response to a supervisor asking where something is or why yet another deadline has been missed. Typical delivery is to look as pathetic as possible in an attempt to make the supervisor feel he/she is kicking a puppy. A suitable alternative is to look extremely indignant, thereby making the supervisor back down for fear of the employee going postal.
My own fantasy Outside Voice response - if I were a supervisor - would be to say..."are you SERIOUS? THAT's the BEST you can do? WTF do we have you in this job anyway? A fifth grader could do a better job, and you're pulling down [insert 5 or 6] figures? OMG! EXCUUUUUUUSE ME for expecting you to actually do something!" (Where's John Belushi when you need him?)
Note you'll almost never hear a contractor use this phrase. They just get the work done.
