Civil Service Phrasebook. "An action passed is an action completed." Nifty means for some civil servants to give the appearance of being productive (lots of "completed" items on their weekly activity report) when in reality all they do is hand off anything crossing their desks to someone who actually does stuff. Some have elevated this to such an art form that they are affectionately (by ex-network admins, at least) referred to as Cisco Kids (Cisco routers, get it?).
